Issues with Windows 7 & Patch 4.1

Hello, Im having exactly the same problem as many others do on the US forums:

Im not having any lag, Im not having any latency problems, but the game keeps freezing all the time for 1-2 seconds per freeze. This happens VERY often.

Please do not tell me to disable addons or use the repair tool, it just doesnt work. It doesnt work for me, and it doesnt for all the US players.

Youre not trying to run the game in DX11 mode are you? Whats happening when you get these freezes?

Dx9, freeze happens in combat, mainly. EVEN without addons.

Is anything overheating? I dont have much understanding of those things.

PS: Its a laptop. Dell XPS M1730.
